Passar 2.0 (Import): Are you ready?

Anyone who currently imports goods into Switzerland must still carry out the import clearance process via e-dec Import and typically settles the import duties through a ZAZ account. With the introduction of Passar 2.0, not only the customs clearance system but also the payment process and the retrieval of the customs clearance documents in the form of dispositions and invoices will be completely changed. Although the full-scale switch to the new customs clearance system is not scheduled until Q1 2027, companies should already take preparatory measures now. The ePortal-registration requires a verification letter sent by post as well as an onboarding code valid for 14 days. Sufficient lead time should therefore be planned. The submission of customs declarations via e-dec Import is to be possible by 30 September 2027 at the latest. Until then, parallel operation will take place. For the general changes associated with the switch, we refer you to our newsletter from May 2026.

Checklist for preparing for Passar 2.0:

  • Check contact details: Review your contact details in the Customs Client Administration (ZKV).
  • Register in the ePortal: Log in to the Federal ePortal and activate the digital customs and financial services (onboarding).
  • Apply for / check the GP-ID: The GP-ID is linked to your UID number and must be applied for once. One GP-ID is assigned per UID number.
  • Assign the appropriate roles: For the customs clearance, the receipt of customs clearance documents (currently: ZAZ account holder) as well as access to the debtor status, you need at least the roles “Document retrieval in trade” and “Financial information”.
  • Activate users: Define internal responsibilities and grant your responsible persons the necessary authorisations in the ePortal. Only with these authorisations is access guaranteed.
  • Connect software/ERP: Set up the digital document retrieval via Chartera Output in the ePortal together with your software provider.
  • Coordinate with your customs clearance service provider (forwarding agent / customs broker): Clarify at which point in time your customs clearance service provider plans to make the switch. For a smooth customs clearance process, the registrations must have been completed by that time at the latest.
  • Keep an eye on the debtor status in Finanzas: This status will in future determine whether import duties can be settled on account as part of the customs clearance. With a red status, immediate payment of the import duties at a manned and authorised customs office is required. Regular checks are therefore essential.

Conclusion:

Take action now: Complete your registrations, define responsibilities, and coordinate with your service providers. This lays the foundation now for a future-proof financial and document process for import shipments into Switzerland.
